On October 25, the next meeting of the Scientific Council was held at Sumgayit State University.

The rector of the university professor Elkhan Huseynov  opened the meeting with an introductory speech, greeted the members of the council and informed about the issues on the agenda.

Gafar Atayev - vice-rector for International relations  informed about the work carried out in the direction of expanding international relations at Sumgayit State University, said that SSU is expanding its scientific relations day by day, taking important successful steps for teacher-student mobility. Taking into account the importance of deepening the integration of science and education, expanding cooperation in this field, which is the demand of the time, SSU cooperates closely with many leading  higher education institutions of the world for the purpose of training highly qualified staff. As a result of these successes, positive dynamics are observed in the admission of foreign students.

Narmin Hasanova- head of the department of Quality Assurance in education spoke about the results of the visit of SSU delegation  to the Federal Republic of Germany. She stated that an agreement was signed with the German International Accreditation Agency (ASIIN) for the international accreditation of study programs in "Computer engineering", "Information technologies", "Process automation engineering". Some work  is being continued in the direction of expanding mutual cooperation between SSU and Brandenburg Technical University of Germany.

Associate professor Zafar Huseynov rector"s adviser informed about the establishment of a working group for mutual cooperation between SSU and Brandenburg Technical University of Germany.

Vice-rector for Social affairs and public relations Elmar Khalilov made a speech regarding the implementation of the Action Plan for the 60th anniversary of Sumgayit State University. He said that according to the decision of the SSU Academic Council meeting on June 16, 2021, the Action Plan for the 60th anniversary of the university is being implemented according to the schedule.

In the discussion of various issues, the scientific secretary professor Mukhtar Samadov  spoke about the approval of the dissertation topic and scientific supervisor (scientific advisor) of the doctoral students admitted to the doctoral studies of SSU for the doctor of Science and doctor of philosophy programs. After the discussions, the theme and scientific adviser of the doctoral dissertation of Khayala Mughamat associate professor of the department of the Azerbaijani language and its teaching methodology on the doctoral program  were approved.

The dissertation theme and scientific adviser of the following doctoral students were approved on the doctor of philosophy program: Nijat Huseynov Ramiz oglu - a doctoral student of the department of Electromechanics, Geray  Aliyev Aydin oglu - a doctoral student of the department of World economy, Ulkar Chendirli Valeh gizi - a doctoral student of the department of Azerbaijani language and its teaching methodology.

Scientific secretary professor Mukhtar Samadov informed about the granting of publishing rights to teaching materials and stated that 1 teaching material and 2 subject programs included in the Scientific council.

After the discussions, permission was given to publish the study  materials.

Then, in connection with the granting of scientific titles, the issue of submitting a petition to the HAC regarding the granting of scientific titles to Elmar Khalilov vice-rector for Social affairs and public relations of SSU, 0.5 full-time associate professor of the department of History of peoples of Azerbaijan and Eastern Europe (without attestation) due to his scientific and pedagogical activity was discussed.

After the discussions, based on the results of the secret voting,  it was decided to submit a petition to the HAC for granting the title of docent to Elmar Khalilov.
