Human resources department
The Human Resources Department was established by the order of the rector of Sumgayit State University No. 3-29-71/3-1-599/2025 dated July 8, 2025. In its activities, the department is guided by the Labor Legislation of the Republic of Azerbaijan, the Laws of the Republic of Azerbaijan “On Education” and “On Science”, the Regulations of Higher Education Institutions, orders and decrees of the Ministry of Science and Education of the Republic of Azerbaijan, the Charter of SSU, as well as decisions and instructions of the SSU management, as well as the Department Regulations.
The main goal of the Human Resources Department is to create a stable, loyal and motivated workforce at Sumgayit State University, and at the same time, by taking into account the factors affecting employee turnover, it aims to maintain a low employee turnover rate at the University and strengthen employee satisfaction and sustainability. The successful development and high results achieved as a result of the successful activities of the University are directly related to the professionalism and quality of work of its workforce.
The department performs the following tasks:
· Researching the labor market and attracting appropriate personnel in accordance with the identified employee needs;
· Organizing recruitment competitions, ensuring that pre-selection and interviews are conducted;
· To achieve more efficient, fair and high-quality recruitment processes by applying the ISO 30405:2023 standard and internationally accepted best practices for optimizing recruitment processes; to plan and manage recruitment processes within these standards, as well as to increase the effectiveness of recruitment processes by ensuring performance and compliance and to ensure the maximum suitability of the recruited individuals for the university;
· Documentation of the recruitment process;
· Formation of human capital, implementation and execution of programs and projects on recruitment, performance assessment, identification of talents and improvement of employee development, implementation of university policy on personnel and behavior, organization of training and continuous development opportunities, consideration of employee complaints and disciplinary issues, promotion of a positive and active workplace culture;
· To ensure the development and updating of the Human Resources Policy of the Center;
· In accordance with labor legislation, regulations, instructions and orders of the Ministry, to prepare orders for the admission and transfer of employees in positions and professions related to the nomenclature of the University and an individual labor contract (amendments thereto) concluded between the “Employee” and the “Employer”, to carry out timely formalization of dismissals, to enter this information into the LESS;
· Acceptance, filling out of employee work books, opening of work books for newly hired employees (when concluding an employment contract for the first time) and ensuring their preservation;
· Prepare and maintain personal files of employees, make changes related to labor activity; Fill out T-2 forms (personal sheet) and replace them with new ones if necessary;
· To compile and maintain a database reflecting the number and quality composition of personnel, their development and movement;
· To ensure the compilation of the leave schedule of the department's employees and the listing of the leaves used by the employees, the formalization of the next (main) and additional leaves (educational (and creative), unpaid, social) in accordance with the approved schedule;
· Prepare orders for bringing employees to material and disciplinary responsibility;
· Preparing monthly, quarterly, semi-annual and annual reports on the analysis of personnel movements at the university;
· Calculate the length of service and register it in the sick leave submitted by the employee;
· Issuing certificates and character certificates to employees regarding their work activities;
· To monitor the state of labor discipline in the structural divisions of the University and compliance with internal disciplinary rules by employees;
· To control the tabular accounting;
· Regular analysis of personnel work at the university and preparation of proposals for its development;
· To organize the certification of university employees;
· To investigate the applications and complaints of citizens belonging to the center that are included in the university in accordance with the Law of the Republic of Azerbaijan “On the Procedure for Considering Citizens' Applications” and the “Instructions on Conducting Clerical Work in State Authorities, Departments, Organizations and Institutions”, to receive citizens regarding the application, and to respond to the applicants about the results;
The staff of the Human Resources Department consists of a director, a leading specialist, a specialist, an operator and a lawyer. The management of the department is carried out by the head of the department. According to the order of the rector of Sumgayit State University dated July 9, 2025, No. 3-29-71/3-1-602/2025, Konul Gorkhmaz gizi Maharramova was appointed to the position of head of the Human Resources Department.
Konul Maharramova received her bachelor's degree in Pharmacy from Azerbaijan Medical University in 2003-2007, and her master's degree in Microbiology from Sumgayit State University in 2017-2019. She began her professional career in 2009. She has continued her work at Sumgayit State University since 2019. During her career, she participated in a number of important local and international conferences related to her specialty. She is the author or co-author of 7 scientific research works (articles and theses).
