Sumgait State University (SSU) from the time of its establishment until 14.07.2024 in the base of the institution operating as "Personnel Department" in order to stimulate the work of employees, increase the rating of the University, according to the order of SSU Rector No. R-39/1 dated 15.07.2024, Human capital management center was established.
      The activities of the Human Capital Management Center include planning the need for manpower within the university, conducting job analyses, determining rights and obligations, selecting, placing candidates for vacancies, training and developing employees, performance measurement, career management, reward system, discipline, socio-cultural activity and other functions.
The task of human capital management begins with defining the purpose and strategy of the university.
Composition of the human capital management center:
- Human resources specialist;
- Personnel training specialist;
- Recruitment specialist;
- Specialist in labor relations and legal issues;
- Operations specialist;
- Employee data management specialist.
    Rafiyeva Gunay Miraslan gizi (Assoc. CIPD) has been appointed as the director of the center since its establishment. Gunay Rafiyeva, who graduated from SSU"s Chemistry Faculty with a "Biologist" major, received her second education at the Azerbaijan State University of Economics majoring in "Finance". In 2009-2014, she worked at the Baku City Taxes Department under the Ministry of Taxes of the Republic of Azerbaijan, in 2015-2022 as the head of the Human Resources Department in the civil service, in 2023-2024 as the head of the Human Resources Department at the Azerbaijan State Agrarian University. Gunay Rafiyeva, who graduated from the Chartered Institute of Personnel and Development (CIPD) Level 5 in 2022-2024, was awarded the Academy of Public Administration under the President of the Republic of Azerbaijan and the support project for the development of RDPA Regions, International Education Research Certification Center Professional Lifelong Blended Knowledge Learning Qualification, EGE University Continuing Education "Scientific article preparation training in the field of agricultural research" of the Center, "Soft skills for a hard world" Certificates of McKinsey Quarterly.
