On April 20, the next meeting of the Scientific Council of Sumgayit State University began with the appointment to a senior position.  The rector of the university  professor Elkhan Huseynov  introduced associate professor Elmar Khalilov as a vice-rector for Social Affairs and Public Relations, congratulated him on his new appointment, wished him success in his future endeavors, and brought the issues on the agenda to the attention of the council members.

On the establishment of permanent commissions within the Scientific Council vice-rector for Teaching Organization and Training Technologies  assoc. Natig Talibov spoke and was a member of the Scientific Council of SSU Education and Science; Economic and financial-economic activities; Discipline; Commissions on humanitarian, social, youth and sports affairs and international relations were established and approved.

On the results of research, scientific-pedagogical practices and certifications of masters in the 2021-2022 academic year, the head of the department of doctoral and master's  assoc. Sabir Khalilov informed. He noted that despite the limitations and difficulties created by the coronavirus pandemic, the research and scientific-pedagogical practices of the second-year masters have been fully implemented. He noted that the results of the certification of second-year masters in the Academic Councils of the faculty are satisfactory and noted that it is advisable to give additional time to masters who did not pass the certification.

The rector's adviser  assoc. Zafar Huseynov made a speech. He spoke about the activities of the university, its structure and educational programs, including the work done within the Twinning project and noted the successful implementation of the project at SSU. He noted that the simulation assessment held at SSU within the framework of the EU Twinning program "Support to the strengthening of higher education in Azerbaijan" was successfully completed. The activity of SSU employees in the implementation of the project and the achievement of results was positively assessed. According to the reports prepared by international experts, deans of faculties, heads of departments and relevant structures were instructed to further develop the strengths, eliminate weaknesses, analyze the work done to implement the recommendations and strengthen efforts to address the necessary issues.

Zafar Huseynov noted that importance of  foreign language skills, it would be expedient to increase the efforts of young teachers to learn foreign languages, with the support of faculty deans, heads of departments and the Linguistic Center.  As a stimulating measure preparing proposoals for submitting the rector   teachers who teach some  subjects in a foreign language will get certain additional to their salaries  it was assigned  vice-rector for Teaching Organization and learning technologies  assoc  Natig Talibov.

He  noted that negotiations  were underway  on the international accreditation of educational programs in Process automation engineering,  Computer engineering, Information technology, Energy engineering, electrical and electronics engineering, Chemical engineering at SSU, as well as the identification of an international accreditation body to carry out accreditation. At the meeting, which continued with the discussion of various issues, the issue of approving the composition of the Competition Commission for vacant positions at SSU was considered and a new composition was approved.

The rector congratulated the members of the competition commission on this occasion and wished them success.

Then it was decided to approve the doctoral dissertation of S.S Maharramova, phd student of the department of history of Azerbaijan and Eastern European Peoples,  Kh. Seyfullayeva, phd student of the department of Differential Equations and Optimization.

Professor Mukhtar Samadov scientific secretary  informed about the granting of the right to publish textbooks. He noted that  8 textbooks  4 of which were textbooks and 4 subject programs were included to the Scientific Council. Following the discussions, the textbooks were allowed to be published.

In the end  it was decided to elect to the position of  professor V.A.Mustafayev's department of Informatics part time  professor, ph.d.. N.V Isgandarov at the department of Foreign languages ​​ part time, I.I. Mardanov at the Department of Geography and its teaching methods.
